The Entity List is maintained by the Bureau of Industry and Security (BIS) of the U.S. Department of Commerce. It identifies foreign persons — including businesses, research institutions, government organizations, and individuals — that are engaged in activities contrary to U.S. national security or foreign policy interests. Entities on this list are subject to specific license requirements for the export, reexport, and/or transfer of specified items.
Export Control Impact
A license is required to export, reexport, or transfer controlled items to entities on the Entity List. The license review policy is generally a "presumption of denial," meaning most export applications will be denied.
